The construction of Arkadag City, located 30 km southwest of Ashgabat, began in 2019. Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov took part in the ceremony of laying the foundation stone of the administration center of Ahal province.

According to the plan of the National Leader of the Turkmen people, the city of Arkadag, which received the status of a city of state importance by a special Law, will be equipped with environmentally friendly vehicles (electric buses and electric cars), “smart” parking lots, solar panels, wind turbines, etc. will be the first “smart” city in Turkmenistan.

Approximately 70,000 people will live in the new city. Within the first part of the construction of Arkadag city, 336 two- and multi-story residential houses, social, educational, medical and cultural facilities, sports facilities and engineering systems were built. Houses built in Arkadag are equipped with thermal insulation that regulates the temperature inside the house according to the season. 14 engineering systems and facilities were built in the city. Currently, 6 medical facilities have been built in Arkadag city. In the future, many health centers will be established here, including a health center for mothers and children.

Furthermore, 25 office buildings in the Arkadag city including city administration, business, social network, transport and communication infrastructure will provide with new jobs. In addition, 11 shopping and leisure centers will be established. One of the main conditions of a “Smart city” is the presence of a high-speed communication network. Based on this, a total of 20 3G communication networks and 20 4G (LTE) cellular communication networks will be built in Arkadag city.

258 residential houses have already been built in Arkadag City. Every house in Arkadag City is equipped with “smart” technologies. With the help of these technologies, comfortable conditions will be created for residents and this technology will help save electricity. 4 schools, 10 kindergartens, 5 educational institutions and 3 sports complexes have been built near these residences. It is planned to introduce IT solutions such as e-school systems, e-library and online testing systems in the educational institutions of the city.

A Q&A service center will also appear in the new modern city. The center will work 24 hours, customers can call 112, depending on the number of calls received, the center’s staff will notify the ambulance, fire and gas safety services, and accordingly, appropriate measures will be taken.

In order to modernize the function of public services, “smart” garbage bins have been installed in the center of the region. Special sensors are installed on the lids of “smart” garbage cans, with the help of which the percentage of garbage filling will be reported to the control center.

In addition, a smart 24-hour video surveillance system to ensure security around residences, institutions, streets and roads, as well as record consumption of drinking water and natural gas will be installed.

A Wi-Fi zone will be created in the central park and an electronic document management system will be installed in institutions and businesses. The Regional center portal will be launched on the public services website e.gov.tm to enable access to online services.

Also, Arkadag – the first “smart” city in Turkmenistan, joined the project “Development of cities with sustainable, green, climate-friendly and innovative solutions in the region of the Organization for Security and Cooperation in Europe”. OSCE Secretary General Helga Shmid, who came to Ashgabat to participate in the opening ceremony of the new office of the OSCE Center in the Turkmen capital, presented the relevant certificate in the meeting with the President of Turkmenistan, Serdar Berdimuhamedov.

In Arkadag city, the State Archive of the city, a television station, a newspaper and a football team were established. By the way, it should be said that the “Arkadag” football team is successfully performing in the football championship of Turkmenistan.

Nowadays, preparations have been being made for the opening ceremony of the facilities of the first stage of the city development, which is planned to be held on June 29. In total, about 3.3 billion US dollars were invested in the construction of the first part.

On June 16, 2023, the President of Turkmenistan Serdar Berdimuhamedov participated in the ceremony of laying the foundation of the second stage of Arkadag City.

President Serdar Berdimuhamedov presented the service cars intended for Arkadag city offices, in particular, he handed over the keys to the modern cars intended for the municipal administration, children’s health and rehabilitation center named after Gurbanguly Berdimuhamedov, International Equestrian Academy named after Aba Annayev, Equestrian Research and Production Center, Gorogly State Equestrian Circus, the Directorates of the Ministry of Health, Finance, Police, National Security, as well as the City Prosecutor’s Office, the Department of Migration Services, the Military Embassy, the Department of Civil Defense and Rescue Services and other services.

Within the framework of the two-stage construction of Arkadag city, it is planned to build 9 kindergartens of 320 beds, 5 secondary schools of 720 seats each, health centers, and fire safety buildings. Also, in the second part, a railway station, a bus station, and dispatch points will be built. 1.5 billion US dollars for the construction of the second part of the city planned to allocate.

It should be noted that only private construction enterprises of Turkmenistan and Turkmen architects participated in the construction of Arkadag City. Not to mention that the materials used in the construction of the city are ecologically clean and produced within the territory of the country.
