WTAAA calls for greater transparency on airline surcharges amid global uncertainty

The World Travel Agents Associations Alliance (WTAAA) has urged airlines to adopt a more transparent and collaborative approach to airline-imposed surcharges, citing growing concerns over consumer confusion and declining trust.

In a complex global political and economic environment, the alliance noted that travellers are increasingly relying on travel agents for clarity as costs fluctuate and disruptions persist. It warned that inconsistent and opaque surcharge practices—often listed as YQ or YR on tickets, are making it difficult for consumers to understand the true cost of travel.

Originally linked to fuel cost recovery, these surcharges are now used more broadly by some carriers and appear under varying labels such as ‘fuel surcharge’ or ‘international surcharge,’ further complicating price transparency.

WTAAA also raised concerns over refund practices, particularly in cases where airline-imposed surcharges are not returned after flight cancellations initiated by airlines. It pointed out that in several jurisdictions, including the European Union and the United States, refund regulations require full repayment of the ticket amount, including such charges, when passengers are entitled to a refund.

Otto de Vries, Executive Director, WTAAA, said, “At a time of global uncertainty, travellers need clarity and confidence when they book. Travel advisors are often the ones explaining complex charges and assisting clients when plans are disrupted.  While the WTAAA position is not opposed to legitimate cost recovery where required to support airline operations in a volatile geopolitical and fuel environment, greater transparency on airline-imposed surcharges would help strengthen consumer trust across the value chain. We support transparent pricing practices that help consumers understand the full cost of travel and reinforce confidence in the professional travel distribution system.”

To enhance fairness, transparency and consumer confidence, the World Travel Agents Associations Alliance (WTAAA) has outlined key recommendations for airlines and industry stakeholders. These include clearer and more consistent disclosure of airline-imposed surcharges throughout the booking journey, as well as integrating such charges into base fares to reduce fragmented pricing and improve clarity.

The alliance has also called for fair and timely refunds of these charges in the event of cancellations, along with reasonable notice of any surcharge revisions to avoid disruption for intermediaries and consumers. Additionally, it has emphasised the need for industry-wide dialogue to simplify fare structures and improve price comparability.

While acknowledging that a uniform solution may not apply across all markets, the World Travel Agents Associations Alliance emphasised that one principle remains universal: travellers and the professionals who support them increasingly expect transparency, consistency and clarity in how the true cost of travel is presented and communicated.
