Saudi has launched Package Visa, a new digital initiative that integrates tourist visa issuance directly with curated travel bookings, simplifying the visitor journey through a single, seamless process. The initiative is currently being rolled out through qualified travel and tourism service providers across selected international markets, ahead of a wider global launch.
The press statement stated that the new offering builds on Saudi’s broader efforts to make travel to Saudi more accessible. Since introducing the tourist e-Visa, Saudi has expanded its entry options to include visa on arrival and the Stopover Transit Visa. Together, these initiatives have contributed to the country’s tourism growth, with Saudi welcoming more than 29 million inbound visitors in 2025.
Commenting on the launch, His Excellency Ahmed Al Khateeb, Saudi Minister of Tourism, said, “As Saudi’s tourism sector continues to grow at pace, Package Visa reflects our commitment to making travel to Saudi more seamless for visitors. By integrating visa issuance with travel bookings, we are simplifying the visitor journey and creating a more connected travel experience. This initiative also strengthens collaboration across the tourism ecosystem and supports Saudi’s position as an increasingly accessible global destination.”
Integrated Travel and Visa Process
Package Visa enables travellers to obtain a tourist visa electronically as part of purchasing an eligible travel package, eliminating the need to visit a Saudi embassy or submit a separate visa application.
Instead of arranging flights, accommodation and a visa independently, eligible travellers can complete the entire process through a single integrated booking, with the option to add events, leisure activities and other tourism experiences. The initiative is designed to simplify trip planning while creating a more seamless journey from booking to arrival.
For qualified travel and tourism service providers, the programme provides an opportunity to create more attractive travel packages, streamline the customer journey and encourage longer stays and richer travel experiences.
To ensure service quality, Package Visa is available only through authorised travel and tourism service providers that meet defined service standards and provide 24/7 customer support.
Package Eligibility and Requirements
Every Package Visa booking must include, at a minimum, confirmed accommodation at a Ministry-licensed hotel with a minimum four-star rating, confirmed round-trip flight bookings, and the tourist visa application.
The minimum package duration is two days, while the maximum permitted duration is 88 days. Accommodation bookings must fully correspond with the arrival and departure dates stated in the flight itinerary.
The minimum package value is SAR 4,000 per adult for the first two days, with an additional SAR 1,000 required for each consecutive day thereafter. Travellers must complete their booking at least 48 hours before departure.
Dependent children under the age of 18 can be added to the package, with a maximum of five minors permitted per booking. Minors are exempt from the minimum package value requirement.
In addition to the mandatory travel components, travellers may also include optional services such as event tickets, sightseeing tours and other leisure experiences.
Visa Processing, Validity and Fees
Following the purchase of the tourism package and completion of data verification, the tourist visa is issued electronically within a maximum of 48 hours.
The visa is valid for three months from the scheduled departure date and is issued as a single-entry visa.
The total visa fee is SAR 402.21, which includes both the visa issuance fee and mandatory health insurance.
Although the tourism packages do not include services or activities in the holy cities of Makkah or Madinah, the tourist visa permits entry into Saudi, allowing visitors to travel to any city in Saudi, including Makkah and Madinah, after arrival.
Changes, Refunds and Traveller Support
Once a visa has been issued, the tourism package cannot be cancelled independently. If a package is cancelled, the associated visa will automatically be revoked.
Visa information cannot be modified after issuance, and applicants are advised to verify all details carefully before completing their purchase.
If a visa application is rejected, authorised travel providers must refund the value of all refundable services included in the tourism package. However, visa issuance fees and health insurance premiums are non-refundable.
Travellers who wish to change their travel dates after visa issuance may do so through the authorised travel and tourism service provider from whom the package was purchased.
In the event of force majeure affecting flights or accommodation, refunds and booking modifications will be governed by the policies of the authorised travel provider in accordance with Saudi laws and regulations.
Authorised travel providers are required to provide customers with complete details of their tourism package and notify them once the electronic visa has been issued. Travellers requiring assistance are advised to first contact their travel provider. If the issue remains unresolved, they may contact the Unified Tourism Contact Center by calling 930.
