Israel officially activated its “Safe Return” framework to regulate outbound international travel for Israeli citizens and tourists currently in the country on June 23, 2025. The system, initiated as a security measure, aims to facilitate departures while minimizing congestion and time spent at sensitive locations like airports.
Under this framework, outbound flights are being operated by approved Israeli carriers, including El Al, Arkia, Israir, and Air Haifa. Each flight will carry a maximum of 50 passengers, adhering to protocols designed to ensure operational efficiency and public safety. Individuals intending to leave the country by air are advised to contact these airlines directly for flight bookings.
Apart from air travel, exit from Israel is also possible via maritime routes. Tickets for sea travel can be obtained through authorized shipping companies. Additionally, land border crossings to Egypt and Jordan remain viable options for international travel.
Operational Land Crossings Include
- Taba Crossing to Egypt (Begin): Open 24 hours
- Jordan River Crossing (Sheikh Hussein): Open from 08:30 to 18:00
- Yitzhak Rabin Crossing (Arava): Open from 06:30 to 23:00
- Allenby Crossing (King Hussein): Open from 08:00 to 17:00 (Note: Not open to Israeli passport holders)

Guidelines for Departing Passengers via Ben Gurion Airport
- Arrive at the airport no more than two hours before scheduled departure
- All flights will depart from Terminal 3
- Entry is limited to passengers only, with exceptions for minors and those requiring assistance
- Entry to the terminal will be via Gate 2 (Lower Level)
- Security and check-in processes will occur on the ground floor, followed by transfer to the departure level on Floor 3
- Use of public transportation is encouraged; private vehicles must drop off quickly in the designated “Hug and Go” area
