Pudu Robotics and Shenzhen Culture & Tourism Industry Development Co. Ltd (Shenzhen CITD) have signed a strategic cooperation agreement to develop what is being described as the world’s first full-scenario robot-serviced hotel. The project will be located on the West Artificial Island of the Shenzhen-Zhongshan Link, one of China’s largest infrastructure developments within the Guangdong-Hong Kong-Macao Greater Bay Area.

Designed as a next-generation hospitality destination, the hotel will integrate robotics across virtually every guest touchpoint, including reception, check-in, room service, housekeeping, food and beverage delivery, cleaning and guest assistance. Powered by embodied artificial intelligence (AI) and multi-robot collaboration, the project aims to establish a new benchmark for intelligent hospitality.

Commenting on the partnership, Cong Guo, Co-founder and Chief Technology Officer of Pudu Robotics, said, “This partnership represents an important step toward large-scale deployment of embodied intelligence in premium hospitality environments. It also provides an opportunity to explore new service models where AI and robotics work together to deliver intelligent, end-to-end experiences in the real world.”

The hotel will be developed on the West Artificial Island of the Shenzhen-Zhongshan Link, a landmark transport project comprising bridges, tunnels, artificial islands and underwater interchanges that connects key cities across the Greater Bay Area. The location has been selected to showcase next-generation hospitality technologies to visitors from around the world.

The project will be implemented in multiple phases through to 2030. According to the development roadmap, phased implementation will begin this year, with trial operations expected to commence by the end of 2026. During the initial phase, selected guest rooms and robot-powered services will be opened to the public, allowing visitors to experience automated reception, intelligent check-in and autonomous in-room delivery.

To demonstrate the concept, Pudu Robotics showcased a portfolio of hospitality robots during the signing ceremony. The demonstration featured FlashBot for autonomous retail and room delivery, PUDU T300 for luggage transportation and autonomous elevator interaction, PUDU CC1 Pro and PUDU MT1 for AI-powered cleaning operations, BellaBot Pro for food and beverage service, KettyBot Pro for refreshment delivery and guest information, and PUDU D5 for interactive guest engagement.

Unlike conventional smart hotels that rely on individual automation systems, the new project has been designed around a fully integrated robotic ecosystem where multiple robots work collaboratively throughout the guest journey. From arrival and check-in to housekeeping, dining, room service and back-of-house operations, the robots will function within a unified operational framework to deliver continuous and personalised service.

The intelligent operations will be powered by PuduFM 1.0, Pudu Robotics’ embodied intelligence foundation model, alongside PuduAgent, the company’s AI agent platform. Built on Vision-Language-Action (VLA) models and world-model-driven navigation technologies, the platform enables different robot types to share a common intelligence architecture, allowing them to understand human interactions, optimise navigation and adapt dynamically to changing environments.

According to Pudu Robotics, the integrated AI platform accelerates deployment across multiple service scenarios while ensuring a consistent guest experience. The company believes the project will demonstrate how robotics, artificial intelligence and hospitality can converge to create one of the world’s first truly end-to-end robotic hotel environments, setting a new benchmark for the future of intelligent tourism and hospitality.
