Ministry of Tourism introduces nationwide adventure safety guidelines

The Ministry of Tourism has reinforced a national framework to strengthen safety, standards and promotion of adventure tourism across India.

Gajendra Singh Shekhawat, Union Minister for Tourism and Culture, said in a written reply in the Lok Sabha on February 2, 2026, that the development and promotion of adventure tourism, including ensuring safety and convenience at adventure tourism sites, is primarily the responsibility of State Governments and Union Territory Administrations.

To position India as a preferred global destination for adventure tourism, the Ministry of Tourism has formulated a National Strategy for Adventure Tourism. The strategy focuses on the development of adventure destinations, improving safety standards, skill development, capacity building, and targeted marketing initiatives.

As part of its efforts to promote responsible practices, the Ministry conducts Responsible Adventure Tourism Guide Courses through its regional India tourism offices, in close coordination with the Adventure Tour Operators Association of India (ATOAI).

Further strengthening safety measures, the Ministry of Tourism, in association with ATOAI, has formulated Adventure Safety Guidelines aimed at establishing a comprehensive and standardised safety framework for the adventure tourism sector across the country. These guidelines have been circulated to all States and Union Territories for adoption and for the formulation or updation of their respective safety protocols.

All States and Union Territories have also been advised to maintain strict oversight of adventure tourism activities and ensure full compliance with prescribed safety regulations and licensing norms by operators.
