The Ministry of Interior, Kuwait, has announced the implementation of the Executive Regulations of the Foreigners’ Residence Law No. (2249) of 2025, which came into effect on December 23, 2025. The new regulations introduce revised provisions governing residence permits, entry visas and compliance requirements for foreign nationals.
Under the updated framework, a new residence entry visa has been introduced for foreign investors. The entry visa will be issued upon the request of the Kuwait Direct Investment Promotion Authority (KDIPA), in line with the provisions of Law No. 116 of 2013. Eligible foreign investors may be granted an ordinary residence permit for a period of up to 15 years, subject to regulations set by the Council of Ministers, and supported by an official letter issued by KDIPA.
The regulations also outline updated conditions for issuing entry visas for domestic workers and similar categories. Applicants must be between 21 and 60 years of age, and entry visas will be issued strictly upon the request of the employer.
In addition, the Ministry has introduced a four-month registration window for foreign newborns, after which penalties will apply. Fines have been set at KD 2 per day for the first month following the deadline, increasing to KD 4 per day thereafter.
All entry visas and visit visas, regardless of category, will now be subject to a fee of KD 10 per month.
The new rules further clarify that domestic workers holding residence permits under Article 20 are permitted to remain outside Kuwait for a maximum period of four months. If the sponsor does not apply for an exit permit within this period, the residence permit will be cancelled. The Ministry noted that this provision will not apply to individuals who departed the country prior to the regulation’s implementation date.
The updated regulations are aimed at streamlining residency procedures, enhancing compliance, and aligning Kuwait’s immigration framework with evolving economic and administrative priorities.
